Arise, go unto Nineveh, that great city, and preach unto it the preaching that I bid thee.- Jonah 3:2
The reason God sent Jonah to Nineveh is to make them aware that their sinful ways is due for judgment.
Jonah thought, "I think it's about time that city get the judgment, they deserve it; no need to caution them"
But, God said, "No, you go and caution them, they may repent/turn" (God will not impose Himself on anyone, man have a will to be good or bad). Jonah thought again, "just pass the judgment, they don't need repentance. I will run away so I don't need to inform them" so, he tried to run away and ended up in the fish belly.
In Ezekiel 33:11, God speaking said, "... As I live, saith the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die,... " from this scripture, we see that God does not desire for men perish in their evil, but that they should repent. But, without repentance judgment will be executed.
Jonah knew about God's love, that if this people turn from their wicked ways, God would spare them. He was afraid that the people, may not even listen or probably kill him. What Jonah didn't know is, without them hearing the rebuke, they will not turn; and if they don't turn they could not have been spared. They have the last opportunity of decide, what they want. Likewise, their blood would have been required from him(Jonah), if he had not caution them.
Ezekiel 3:18 says,
"When I say unto the wicked, Thou shalt surely die; and thou givest him not warning, nor speakest to warn the wicked from his wicked way, to save his life; the same wicked man shall die in his iniquity; but his blood will I require at thine hand."
So, when they heard about the impending judgment, they publish a decree, to fast and repent everyone; adults, children and animals alike, they all participated genuinely. Otherwise, they would have been judged.
God is Love, He is merciful and full of compassion. But, He will not change His Word, if the people will not to repent from their evil, judgment is what follows.
Turn at His rebuke, and stay blessed.
